Calculates the population within a hand-drawn polygon. Places markers on census blocks with population > 200

- Step 1: Click and then click on the map to start drawing.
- Step 2: Double-click to stop drawing and fetch the population summary.
- Step 3: Click to edit polygon. Application will automatically fetch new population summary.
- Step 4: Toggle Block Group polygons. These automatically redraw when polygon is edited.
- Click the Draw Polygon button again to start drawing a new polygon.
